Blask x NEXT.io: Ethiopia shuts down sports betting, Blask Index crashes

Ethiopia’s sudden ban on betting has shocked a small but expanding market, causing the Blask Index to crash by 67%.

Ethiopia’s gambling regulator has revoked the operating licences of all sports-betting organisations. The regulator has ordered a nationwide halt to betting activity from 15 December, 2025 (Tahsass 06, 2018 Ethiopian calendar). 

A notice issued by the Ethiopian Lottery Service (ELS) states that the measure follows a “comprehensive nationwide investigation”. The regulator cites links to breaches of licensing terms, illegal activity, threats to national security, and money laundering. This blanket revocation follows an earlier enforcement action (dated 4 December) when the regulator suspended 22 betting operators, citing allegations of concealed revenue exceeding $640m. 

Market crash

Blask data shows the market started to seize up right before the first public enforcement action. Blask Index fell 67% from 630.3k (29 Nov) to 207.3k (16 Dec). 

The biggest name in the initial list of 22 suspended operators was the local leader, Dashbet. Its BAP (Brand Accumulated Power, representing a brand’s share of total user interest within the country) was over 22% in November, with a 2025 high of 29.9% in July. 

However, Ethiopia remains a relatively small iGaming market, with CEB (Competitive Earning Baseline, represents an estimated revenue range) around $46.5m over the last 12 months (87th of 112 markets currently tracked). 

What operators and affiliates can do now

  • Protect unit economics: Pause Ethiopia-facing acquisition (paid, influencer, ASA/OOH), pull creatives, tighten geo rules, and stop “always-on” spending until there’s clarity.
  • Enter compliance mode: Preserve logs, KYC, payment trails, and customer comms; assume audits and data requests (the notice explicitly stresses preservation).
  • Triage payments: Map every Ethiopia payment rail/PSP dependency and prepare for freezes/blocks; limit new exposure (bonuses/credit) you may not be able to settle.
  • Affiliates: Remove Ethiopia targeting, swap links and SEO pages to safer geos, and review contracts for “illegal traffic / force majeure / clawback” clauses.

What to monitor next

  • Payment enforcement’s real-world impact: Are banks/PSPs actually blocking deposits/withdrawals at scale? 
  • Access controls: ISP/domain blocking, app store removals, social-channel takedowns, or agent-network raids (these usually show up before any “new regime” appears).
  • Regulatory signalling: Will Ethiopia move from a blanket shutdown to a re-licensing framework (new rules, stricter AML, local-entity demands), or impose a hard ban? 
  • Demand shape in Blask: Will the Index stabilise at a low base, rebound, or continue sliding?
